Prepare the Tomatoes and Olives:
Meanwhile, in a medium saucepan, heat 1 tablespoon of the oil over medium-high heat. Add the garlic and sauté, stirring, until fragrant, about 45 seconds. Stir in the diced tomato, thyme, and salt to taste. Bring to a simmer, lower the heat, and cook until slightly thickened, 5 to 7 minutes. Stir in the olives.
To Assemble:
Arrange the grilled tuna steaks, avocado halves, and lemon halves on individual plates. Place a basil leaf on top of each tuna steak and top with the tomato mixture. Serve.
